TOMEE-2106: Tomee does not encode '%' in war filename

Hello,

What do you think about this bug: [TOMEE-2106]: Tomee does not encode '%'
in war filename. ?
The Tomcat supports deploying of war which contains special characters in
its filename, why not TomEE to support it too ?
